In order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council, effectively respond to the recent epidemic situation in Covid-19, and ensure and safeguard people’s health, this work plan is formulated in combination with the epidemic situation, vaccine research and development, immune effect evaluation, population immunity level and other factors.

First, the target population

At this stage, the focus of vaccination is to fill the gap in immune level for different target groups and further reduce the risk of severe illness and death. The target population is as follows:

(a) people who are not infected and have not completed the established immunization program. Including uninfected people aged 3-17 who have not completed basic immunization, uninfected people aged over 18 who have not completed the first dose of booster immunization, and uninfected people aged over 18 who have not completed the second dose of booster immunization (high-risk people with infection, elderly people over 60 years old, people with serious basic diseases and people with low immunity).

Second, the time interval and vaccine selection

(1) Time interval.

The uninfected target population completes the follow-up vaccination according to the established immunization program and its time interval requirements. Among them, for people over 18 who have completed basic immunization, the interval of the first dose of booster immunization is adjusted to more than 3 months.

People who have been infected and have not completed basic immunization can be vaccinated with one dose after 3 months of infection.

(2) vaccine selection.

Shenzhou cell recombinant Covid-19 tetravalent S trimer protein vaccine and Unacon Covid-19 mRNA vaccine have been included in emergency use, which can be used for intensive immunization of people over 18 years old.

The vaccines used for basic immunization of uninfected target population shall be implemented with reference to the relevant requirements in the previous period. In order to strengthen immunization, it is recommended to use Shenzhou cell recombinant Covid-19 tetravalent S trimer protein vaccine and Unacon Covid-19 mRNA vaccine. Other recombinant protein vaccines or virus vector vaccines that have been approved for conditional marketing or emergency use can also be selected for sequential enhanced immunization.

People over the age of 18 who have been infected and have not completed basic immunization are recommended to use Shenzhou cell recombinant Covid-19 tetravalent S trimer protein vaccine and Unacon Covid-19 mRNA vaccine, or choose other recombinant protein vaccines or virus vector vaccines that have been approved for conditional marketing or emergency use. For people aged 3-17 who have been infected and have not completed basic immunization, the vaccines used for vaccination shall be implemented according to the relevant requirements of the previous period.

Third, ensure vaccination safety

All localities should continue to give priority to vaccination safety, and organize vaccination implementation in strict accordance with the requirements of the Code for Vaccination Work. Local health departments should implement the "four haves" requirement that vaccination units should have emergency personnel stationed in general hospitals at or above the second level, emergency equipment and medicines, 120 ambulances on duty, and green channels for treatment in general hospitals at or above the second level to ensure vaccination safety. Inoculation units should do a good job in vaccination information registration and vaccine flow management, and update the vaccination records in the immunization planning information system and vaccination vouchers in a timely and accurate manner.

Fourth, strengthen organization and implementation

  Protective measures:

  1. Pay attention to personal hygiene, especially hand hygiene. In 2009, the pilot project of comprehensive control of soil erosion on sloping farmland was first launched in minority areas in mountainous and semi-mountainous areas, and the minority areas with high proportion of sloping farmland and serious soil erosion were selected for project implementation. By 2010, the central subsidy for soil and water conservation pilot projects in mountainous areas and ethnic areas has increased to 200,000-300,000 yuan per square kilometer, of which the investment directly used for the construction of basic farmland and supporting small-scale water conservancy and soil conservation projects has reached more than 70%. In the next step, the Ministry of Water Resources will coordinate with many parties, increase the central investment in soil and water conservation projects in mountainous areas and ethnic areas, strive to start the comprehensive agricultural development project in Yunnan, Guizhou and Guangxi, and focus on the transformation of sloping farmland and the construction of basic farmland to carry out large-scale comprehensive control of soil erosion in the border areas of Yunnan, Guizhou and Guangxi.

  Judging from the situation of small-scale farmland water conservancy construction in recent years, the construction of small-scale peasant water in hilly areas has always been one of the key contents supported by the central government’s special funds for small-scale peasant water. After the drought in Southwest China in 2010, in order to strengthen the support for small-scale irrigation and water conservancy construction in Southwest China, in 2010, the central government allocated 145 million yuan to five provinces (autonomous regions and municipalities) which suffered severe drought and suffered serious losses, in addition to the normal distribution according to the factor method. At the same time, the Ministry of Water Resources has organized and compiled the Construction Plan of Five Small Water Conservancy Projects in Five Southwest Provinces, and carried out the pilot construction of the Five Small Water Conservancy Projects in five southwest provinces (regions). In 2011, according to the requirement of "supporting the construction of’ five small water conservancy projects’ such as small water kilns, small ponds, small ponds, small pumping stations and small canals in hilly areas" put forward by the No.1 Document of the Central Committee, the central government will continue to increase its support for the construction of’ five small water conservancy projects’ in hilly areas of five southwest provinces (autonomous regions and municipalities).
