This year, Hainan Province has fully started preparations for the island’s customs clearance operation. At present, the first batch of 25 stress testing projects are in full swing. The reporter’s interview in Yangpu began with a door-to-door investigation following the special class of enterprise work of Yangpu Bonded Port Development Bureau. Less than a month after the enterprise was put into production, it encountered the embarrassment of temporarily stopping production.

Person in charge of the enterprise:In the process of tariff operation, we encounter some problems, especially the problem of tax refund for raw materials entering and leaving the area.

The person in charge of the enterprise told the reporter that the reason why Yangpu was chosen was that it was optimistic about the dividend of the policy. However, because the enterprise just landed and did not know enough about the customs declaration procedures, the enterprise failed to enjoy the preferential tax refund policy when purchasing accessories.

Reporter:Production stopped just after it was put into production. Is there any loophole in the policy?

Zhang Hongguang, Director of Development Bureau of Hainan Yangpu Bonded Port Area:Because it is the first time for him to put into production here, and it is also the first time to apply the policy of duty-free processing value-added, some problems can only be revealed through gradual experience. 

In Zhang Hongguang’s view, the tax rebate problem encountered by enterprises is a very important one of the 25 stress tests being conducted by the government. The other 24 projects also include bonded maintenance of enterprises with two ends outside, simplifying the import license management of mechanical and electrical products, and expanding the scope of acceptance of third-party inspection of import and export commodities. The results of the stress test directly affect the success or failure of the island’s closure operation before 2025.

In 2007, China’s fourth bonded port area — — The establishment of Yangpu Bonded Port Area in Yangpu Economic Development Zone, although its area is only 2.26 square kilometers, marks a new step for Yangpu’s opening to the outside world.

In June 2020, the "Overall Plan for the Construction of Hainan Free Trade Port" was released, and Yangpu was given five unique free trade port policies, taking on the heavy responsibility of being the pioneer and demonstration area of the free trade port.

A number of reform policies and innovation systems were first launched in Yangpu — — The port of registry of "China Yangpu Port" signed the first Certificate of Ship Nationality here; "Zero tariff" raw and auxiliary materials import completes the first business here; Foreign trade ships with the same ship fill the first bonded oil here; China’s first "zero tariff" imported transport ship was cleared here.

A series of preferential policies attract enterprises to rush to Yangpu. By the end of June this year, there were more than 4,800 registered enterprises in the bonded port area alone. By 2025, the preferential policies and advanced practices of the bonded port area will be extended to the entire Yangpu Economic Development Zone of 114 square kilometers, and the coverage will be expanded by 50 times.

CCTV reporter Zheng Liankai:The fence behind me is Yangpu Bonded Port Area, which was established in 2007, with an area of only 2.26 square kilometers. In the future, with the completion of the operation project of Yangpu Port, the preferential policies enjoyed by enterprises in the region will be expanded to the whole Yangpu Port Development Zone and even the whole island of Hainan, and a more intelligent and efficient port supervision system will replace these fences.

At Xiaochantan Wharf in Yangpu, the construction site of the free trade port closure operation project is busy, and it is expected to be completed and put into use at the end of September. According to the standard of "first-line liberalization and second-line management", the import and export procedures of goods throughout the island can be handled here in the future. In other words, overseas goods and goods in the free trade port can freely enter and exit here without customs supervision, while goods entering and leaving the free trade port need to be subject to routine supervision.

According to the design scheme, the facilities and equipment of the first-line port and the second-line port can share resources, and the customs clearance process can be completed through different streamlines.

They are not crossed. If inspection is needed, they can share this inspection platform. The ultimate goal of doing this is to ensure that the first line can be truly liberalized and the second line can be truly controlled.

Government and enterprise join hands to solve problems and optimize the process

Yangpu Economic Development Zone is a "model room" in the construction of Hainan Free Trade Port. For the local government, the construction of free trade port is a blue ocean, and there is no mature experience to follow. For the enterprises stationed here, it is also crossing the river by feeling the stones. With the closing operation approaching, how do the government and enterprises undertake the task of stress testing and join hands to "cross the road"?

Auska Grain and Oil, located in the Bonded Port Area of Yangpu Economic Development Zone, is the first large-scale entity enterprise introduced here after the release of the Overall Plan for the Construction of Hainan Free Trade Port in 2020. When the reporter first came here, the operation team was having a weekly meeting.

Although the operation of the enterprise is gradually on the right track, the initial landing is not easy. Three years ago, the 208 mu of land where the factory was located was still a wasteland full of shrubs and stones. During the construction period, the high temperature and rainy climate brought great difficulty to the project promotion. However, it is under such conditions that this enterprise has proposed to create the fastest speed for the establishment of a free trade port.

Zhang Hui, Chairman of Hainan Aosika International Grain and Oil Co., Ltd.:Because the year 2025 is very close, it is necessary to carry out the stress test of the detailed policy after the factory is built. The earlier it is, the better it will be for the future stress test, so it is not to seize the fastest speed of the construction of the free trade port, no, it is to seize the stress test time of the free trade port.

Unfavorable natural conditions did not stop the progress of the project. With the help of the government, enterprises worked overtime to catch up with the construction period, and it took only half a year for the factory to start and complete, which was three quarters less than the conventional time. Although the factory has been built, Zhang Hui and her colleagues are facing greater challenges.

According to the original customs declaration system, grain and oil products have to pay 9% tariff when they leave the customs declaration area, while according to Yangpu’s latest policy, raw materials can be exempted from tariff if their value-added after processing exceeds 30%. The policy is favorable, but because of the initial operation, the data systems of customs and other departments are incompatible with the public service platform of Hainan Free Trade Port to a certain extent, and the customs declaration has been unsuccessful. In order not to delay the delivery time and cause breach of contract, many departments came to the enterprise together to study the customs clearance and exit strategy on the spot, debug the system and go through the formalities.

Zhang Hui, Chairman of Hainan Aosika International Grain and Oil Co., Ltd.:It was very difficult at that time, but the customs moved me. They said that the system was a system, and we helped you lift the pole manually to solve it. I couldn’t satisfy one department’s overtime work, and I couldn’t satisfy one department. I added other departments, which moved me badly at that time, because we had a large volume, and we had to go out more than 1000 tons and many cars every day.

On the second floor of this enterprise, there are four conference rooms of different sizes from the beginning. At the beginning of operation and production, these conference rooms will welcome different government workers every day.

In the process of constantly solving problems, these pioneering enterprises are also the first to feel the brand-new policy of the free trade port. Zhang Hui’s company enjoyed the zero-tariff policy of imported equipment for its own use when it was built, and became the first enterprise in China to enjoy the tariff-free policy of processing value-added after it was put into production. Because of preferential policies and considerate services, more and more domestic and foreign enterprises have settled in this hot land.

The government’s service spirit of "shop assistant" injects confidence into enterprises

Attracted by the free trade port policy, over the past three years, more and more enterprises have invested in the bonded port area of Yangpu Economic Development Zone. The number of enterprises in the park has increased from more than 160 to more than 4,800 at present. Now, the scope of choice of enterprises is spreading from the bonded port area to the whole Yangpu Economic Development Zone. Many business leaders told reporters that the confidence of enterprises to develop here comes from the constantly improving business environment in the local area.

In the same month, the first business environment construction bureau in Hainan Province was established here. Recently, the state has made great efforts to rectify it. On September 24th, the National Development and Reform Commission, the Ministry of Public Security and other eleven departments issued the Notice on Regulating Virtual Currency Mining. The circular pointed out that the supervision of the whole industrial chain upstream and downstream of virtual currency "mining" activities should be strengthened, it is strictly forbidden to add new virtual currency "mining" projects, speed up the orderly withdrawal of existing projects, promote the optimization of industrial structure and help peak carbon dioxide emissions achieve the goal of carbon neutrality as scheduled. The notice emphasizes that "virtual currency mining activities" will be added to the "Industrial Structure Adjustment Guidance Catalogue (2019 edition)" and "elimination category". Before it is added, the virtual currency "mining" project will be treated as an eliminated industry, and investment will be prohibited in accordance with the relevant provisions of the Decision of the State Council on Promulgating and Implementing the Interim Provisions on Promoting Industrial Structure Adjustment (Guo Fa [2005] No.40).

Chapter II Applications and Permits for Assemblies, Processions and Demonstrations

  Article 8 An assembly, a procession or a demonstration must be held with a responsible person.

  The following persons shall not be responsible for an assembly, a procession or a demonstration:

  (a) a person with no capacity or with limited capacity;

  (3) being reeducated through labor;

  (4) being subjected to criminal compulsory measures or other measures restricting personal freedom as prescribed by law.

  Article 9 To hold an assembly, a procession or a demonstration, the person in charge must personally submit a written application to the competent public security organ as stipulated in Article 7 of these regulations; If the written application is not submitted by the person in charge in person, the competent public security organ will not accept it.

  When submitting a written application, the person in charge of an assembly, a procession or a demonstration shall show his resident identity card or other valid documents, and truthfully fill in the application registration form.

  Article 10 After receiving an application for an assembly, a procession or a demonstration, the competent public security organ shall promptly examine it and make a written decision on whether to approve or disapprove it within the statutory time limit; The written decision shall specify the contents of the license or the reasons for disapproval.

  The written decision shall be delivered to the person in charge 2 days before the date of application for holding an assembly, a procession or a demonstration, and the person in charge shall sign the notice of delivery. If the person in charge refuses to sign for it, the addressee shall invite the representative of the local grass-roots organization or other people to be present as witnesses to explain the situation, specify the reasons and date of the refusal on the notice of service, and leave the written decision at the residence of the person in charge, which shall be deemed as having been served.

  If the specific time and place of service are agreed in advance, and the person in charge of the assembly, procession and demonstration is not waiting at the agreed time and place and cannot be served, the application shall be deemed to have been revoked by himself; If the competent public security organ fails to deliver it at the agreed time and place, it shall be deemed as permission.

  Article 11 Where an application is made for holding an assembly, a procession or a demonstration to solve specific problems, the competent public security organ shall, within 2 days from the date of receiving the application, send the Notice on Solving Specific Problems through Consultation to the person in charge of the assembly, the procession or the demonstration and the relevant organ or unit respectively, and if necessary, send it to the superior competent department of the relevant organ or unit at the same time. The relevant organs or units and the person in charge of applying for an assembly, a procession or a demonstration shall hold consultations within 2 days from the day after receiving the Notice on Solving Specific Problems through Consultation from the public security organ. If an agreement is reached, the agreement shall be sent to the competent public security organ in time by the relevant organ or unit after being signed by the responsible persons of both parties; If no agreement is reached or no consultation is held within 2 days from the day after receiving the Notice on Solving Specific Problems through Consultation, and the applicant insists on holding an assembly, a procession or a demonstration, the relevant organ or unit shall promptly notify the competent public security organ, and the competent public security organ shall promptly make a decision on approval or disapproval in accordance with the procedures specified in Article 10 of these regulations.

  If the competent public security organ informs one or both parties to solve a specific problem through consultation that they are in other places, the notice of solving a specific problem through consultation, the agreement reached by both parties through consultation or the notice that no agreement has been reached, the starting date of delivery and the time on the way will not be counted in the legal period.

  Article 12 According to Article 15 of the Law on Assemblies, Processions and Demonstrations, citizens are not allowed to launch, organize or participate in assemblies, processions and demonstrations of local citizens in cities other than their places of residence. The term "residence" as mentioned in this article refers to the place where a citizen’s permanent residence is located or where he has gone through temporary registration with the temporary residence registration authority and has lived continuously for more than half a year.

  Article 13 After receiving an application for holding an assembly, a procession or a demonstration, the competent public security organ may change the time, place and route of holding an assembly, a procession or a demonstration in any of the following circumstances, and notify its responsible person in time:

  (a) held in the rush hour, which may cause serious traffic jams for a long time;

  (two) the venue or the route is under construction, which is impassable;

  (3) The venue is a ferry, a railway crossing or an adjacent country (border);

  (four) the motor vehicles used do not meet the requirements of road maintenance;

  Article 14 If the person in charge of an assembly, a procession or a demonstration refuses to accept the decision of the competent public security organ not to grant permission, he may apply to the people’s government at the same level for reconsideration within 3 days from the date of receiving the decision of not granting permission. The people’s government shall, within 3 days from the date of receiving the application for reconsideration, make a reconsideration decision to maintain or revoke the original decision of the competent public security organ, and serve the "Decision on Reconsideration of Assemblies, Processions and Demonstrations" to the person in charge of the assembly, procession and demonstration, and send a copy to the competent public security organ that made the original decision. The reconsideration decision made by the people’s government must be implemented by the competent public security organ and the person in charge of the assembly, procession and demonstration.

  Article 15 If the person in charge of an assembly, a procession or a demonstration withdraws his application after submitting it and before receiving the notice from the competent public security organ, he shall go through the withdrawal formalities at the competent public security organ that accepted the application in time.

  If the person in charge of an assembly, a procession or a demonstration decides not to hold an assembly, a procession or a demonstration after receiving the notice of permission from the competent public security organ or the reconsideration decision approved by the people’s government, he shall return the permission decision or reconsideration decision to the competent public security organ or the people’s government that originally accepted the meeting, procession or demonstration before the scheduled time.

Chapter III Holding of Assemblies, Parades and Demonstrations

  Article 30 The provisions of these Regulations shall apply to assemblies, processions and demonstrations held by foreigners in China.
