Party politics is the main operation mode of modern politics, and the party system is the norm and foundation of the operation of party politics. In the second decade of the 21st century, the old party system represented by the capitalist party system is exhausted, while the political party system in Socialism with Chinese characteristics is increasingly full of vitality. It is in this context that the "new party system" came into being as a theoretical form. On March 4th, 2018, at the joint meeting of NLD, Zhi Gong Dang, personages without party affiliation and members of overseas Chinese Federation in the 13th session of Chinese People’s Political Consultative Conference, General Secretary of the Supreme Leader made a theoretical summary of the new political party system for the first time, systematically explained the historical logic, theoretical logic and practical logic of this system, deeply discussed its theoretical connotation and characteristic advantages, and demonstrated the high institutional confidence of China and the Communist Party of China (CPC) people in the new era.
The life of the system lies in its implementation. The key to upholding, developing and perfecting the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC) lies in exploring an effective mechanism for this system to play a role in state governance and fully transforming its institutional advantages into governance efficiency. In this sense, improving the efficiency of the new political party system is the key point to promote the cause of multi-party cooperation in the new era, the important content to improve the Socialism with Chinese characteristics system, promote the modernization of the national governance system and governance capacity, and the proper meaning of opening up a new realm of "the rule of China".
Improve the effectiveness of the new political party system
We need to profoundly grasp the development orientation of multi-party cooperation in the new era.
As an important part of Socialism with Chinese characteristics’s political system, the new political party system not only needs a complete political framework, but also gives full play to its advantages and effectiveness in the practice of state governance. Therefore, in the new era, the Communist Party of China (CPC) has formed the important idea of "the effectiveness theory of the new political party system" around the important topic of "upholding and perfecting the multi-party cooperation and political consultation system led by the Communist Party of China (CPC)". That is to say, when Socialism with Chinese characteristics enters a new era, multi-party cooperation should have a new look, ideological consensus should be improved, new achievements should be made in performing their duties, and participating parties should have a new look. Democratic parties should be good advisers, helpers and colleagues of the Communist Party of China (CPC). It is emphasized that the multi-party cooperation and political consultation system led by the Communist Party of China (CPC) reflects the essence of socialist democratic politics in which the people are masters of their own affairs, and is an important institutional guarantee for the stability of China’s political structure. The whole party should understand the problem from a strategic perspective, adhere to, develop and improve the political party system in Socialism with Chinese characteristics, support the democratic parties to perform their functions better according to the requirements of Socialism with Chinese characteristics’s participating parties, and give full play to the effectiveness of the new political party system. This theoretical thought profoundly expounds the important position of multi-party cooperation in the overall situation, points out the direction for adhering to and perfecting this new system, and also contributes to China’s wisdom and China’s plan for promoting a new form of political civilization of world political parties.
Improve the effectiveness of the new political party system
It is necessary to make joint efforts in both the ruling party and the participating parties.
General Secretary of the Supreme Leader pointed out that "upholding and developing Socialism with Chinese characteristics requires the Communist Party of China (CPC) to strengthen its own construction, and also requires all participating parties to strengthen their own construction". The political parties in our country are the Communist Party of China (CPC) and eight democratic parties. In China’s political party structure, the Communist Party of China (CPC) is in a leading and ruling position, eight democratic parties are Socialism with Chinese characteristics’s participating parties, and the relationship between the ruling party and the participating parties is "long-term coexistence, mutual supervision, sincere treatment, sharing weal and woe". communist party’s leadership, multi-party cooperation, the Communist Party of China (CPC)’s ruling and multi-party participation in politics are the remarkable characteristics of China’s political party system. To give full play to the distinctive advantages and institutional effectiveness of China’s political party system, it is necessary not only to strengthen the construction of the ruling party and always maintain the advanced nature of the Communist Party of China (CPC), but also to continuously strengthen the construction of participating parties and always ensure the organic unity of the progressiveness and extensiveness of democratic parties. Therefore, upholding and perfecting the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC) must contain two indispensable contents, namely, the leadership of the Communist Party of China (CPC) and the construction of Socialism with Chinese characteristics’s participating parties. The construction of participating parties is also an important part of Socialism with Chinese characteristics’s political construction and an important support to promote the modernization of the national governance system and governance capacity. To improve the efficiency of the new political party system, we must give full play to the positive role of democratic parties and build Socialism with Chinese characteristics’s participating parties.
Improve the effectiveness of the new political party system
Democratic parties need to strengthen the construction of their own grass-roots organizations
Since the reform and opening up, the construction of participating parties has achieved remarkable results, and the ability of democratic parties to perform their duties has been further improved, but in practice, their ability to perform their duties is more reflected in some "elite" members. However, the problems and contradictions in Socialism with Chinese characteristics’s construction and development mostly occur at the grassroots level, which requires the grassroots organizations of democratic parties to play their roles and perform their duties, and requires the participation and contribution of all members of democratic parties. Grass-roots organizations of democratic parties, as the most basic organizational unit, shoulder the important tasks of organizing learning and activities, developing members, reflecting the situation and conveying talents. They are the bridge between democratic parties and their members, the important cornerstone for democratic parties to play their functions as political parties, and the key foundation for realizing their political tasks. Therefore, to build Socialism with Chinese characteristics’s participating parties, it is necessary to organically combine the vitality of grass-roots organizations of democratic parties with the efficiency of the new party system, make efforts to promote the construction of grass-roots organizations of democratic parties, and improve the political ability of members of democratic parties as a whole. This is not only an important guarantee for the construction of Socialism with Chinese characteristics’s participating parties, but also an important foundation for upholding, developing and perfecting China’s political party system. Only when grass-roots organizations are sound and active can parties be sound and active. Only when grass-roots organizations are well done can all the work of democratic parties have a solid foundation.
To improve the efficiency of the new political party system, the CPC Party Committee and its United Front Department need to pay more attention to and support the democratic parties to strengthen grassroots work.
Over the years, the construction of grass-roots organizations of democratic parties has achieved remarkable results on the whole, but there is still a certain gap compared with the general requirements of "four new and three good" for multi-party cooperation in the new era. There are still some problems in the grass-roots organizations of democratic parties, such as "lack of places to carry out activities, lack of carriers for ideological education, lack of platforms for friendship and exchanges, and lack of channels for their functions". The cohesion and appeal of grass-roots organizations of democratic parties need to be further enhanced, the functions of political learning and education and talent training and transportation need to be further exerted, the basic work serving the overall functions of democratic parties in participating in and discussing state affairs needs to be further consolidated, and the joint efforts of grass-roots work of democratic parties need to be further consolidated. Democratic parties are close friends of the Communist Party of China (CPC), and the construction of grass-roots organizations of democratic parties is related to the overall situation of multi-party cooperation. Supporting democratic parties to strengthen their own construction is the political responsibility of party organizations at all levels of the Communist Party of China, and creating conditions and providing guarantees for grass-roots organizations of democratic parties is an important content of grass-roots United front work. Party organizations at all levels of the Communist Party of China should incorporate the work of supporting democratic parties into the overall work plan of their local units, and actively provide support and guarantee with reference to the standards for the activities of grassroots organizations of the Communist Party of China. As the functional department of the Party Committee in charge of the United front work, the United front department should earnestly perform its duties of "supporting democratic parties and personages without party affiliation to perform their duties and play their roles, and supporting and helping democratic parties and personages without party affiliation to strengthen their own construction", so as to create favorable conditions and provide strong guarantee for democratic parties to solve the bottleneck problems in their grass-roots work.
