　　　　It is alleged that from 1995 to 1999, the defendant Liu Zhaohua, together with Chen Bingxi (tried separately), Guo Ruirong, Ji Huilong, Ding Zhiwen and others, successively set up factories in Fu ‘an City, Fujian Province, Puning City, Guangdong Province, Yinchuan City, Ningxia and other places to produce a total of 12.675 tons of methamphetamine. Liu Zhaohua made a total profit of more than 32 million yuan by manufacturing, transporting and selling drugs. On June 26th, 2007, Liu Zhaohua was sentenced to death at first instance.

　　　　On July 1st, 2007, Liu Zhaohua filed an appeal because of unclear facts and insufficient evidence in the first instance judgment. Yesterday, the Guangdong Provincial High Court formed a collegiate panel to hear the case in public, and Liu Zhaohua, his subordinate Guo Ruirong and his wife Li Xiaoqing were tried in turn. Liu Zhaohua and his attorney defended in court on the grounds that the materials seized and detained by the public security organs were not methamphetamine (commonly known as ice) recognized by law. The public prosecution agency believes that the evidence of the first-instance judgment is conclusive and the sentence is appropriate, and it is recommended to maintain the original judgment. Because the case of Liu Zhaohua and his accomplices manufacturing, transporting and selling drugs has a long time span, the amount of drugs involved is amazing, the amount of drug money is huge, and there are many people involved, and the process of investigation and evidence collection by public prosecution organs and courts is quite complicated. 　　　　The public prosecutor thinks that the reasons put forward by Liu Zhaohua and his defenders for re-evaluating the seized and detained materials are not sufficient. According to scientific appraisal, the drugs made in Liu Zhaohua contain methamphetamine. The appraiser testified in the first instance that the chemical properties of levo-and dextro-methamphetamine claimed by Liu Zhaohua were methamphetamine. Liu Zhaohua appealed for re-appraisal, which was actually an unreasonable excuse to avoid prosecution. In the first instance, the defendants Liu Zhaohua, Guo Ruirong and others were found guilty of manufacturing, transporting and selling drugs. The facts were clear and the evidence was really sufficient. The applicable law was correct and the sentence was appropriate, and the defendant’s appeal grounds could not be established.

　　　　Born in Saiqi Town, Fu ‘an City, Fujian Province on March 5, 1965, this man was arrested by China police in 2004 as the top of the five drug lords at large in China. According to the information publicly released by the Ministry of Public Security, the amount of suspected methamphetamine produced and sold in Liu Zhaohua exceeded 14 tons, of which 12 tons were transported to Guangzhou and seized by the police.
