This is Operation China!

  On the 7th, the Press Office of the State Council released a white paper entitled "China Action against COVID-19 Epidemic". The full text of the white paper is about 37,000 words, which truly records the arduous course of fighting the epidemic in China. The white paper includes preface, text and conclusion. The text is divided into four parts, namely, the arduous course of China’s fight against the epidemic, the coordinated operation of the two battlefields of prevention, control and treatment, the cohesion of the powerful forces to fight the epidemic, and the joint construction of a human health community.

  Five stages

  The white paper divides China’s anti-epidemic process into five stages:

  The first stage: responding to sudden epidemic immediately, from December 27, 2019 to January 19, 2020;

  The second stage: initially curbing the spread of the epidemic, from January 20 to February 20;

  The third stage: the number of new cases in China gradually decreased to single digits, from February 21 to March 17;

  The fourth stage: the decisive results of the Wuhan Defence War and the Hubei Defence War were achieved, from March 18 to April 28;

  The fifth stage: the national epidemic prevention and control has entered normalization, since April 29.

  Scientific prevention and control

  By 24: 00 on May 31, 2020, 31 provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps had reported a total of 83,017 confirmed cases, 78,307 cured cases and 4,634 deaths.The cure rate was 94.3% and the death rate was 5.6%.

  Control the source of infection

  Focusing on the "four categories of people" such as confirmed patients, suspected patients, fever patients and close contacts of confirmed patients, we will implement the prevention and control policies of "early detection, early reporting, early isolation and early treatment" and "all receivables should be collected, all treatments should be cured, all inspections should be carried out, and all intervals should be separated" to minimize the infection rate.

  Full implementation of temperature screening in various places, 2-hour online direct reporting, 12-hour feedback of test results, and on-site epidemiological investigation within 24 hours.As of May 31st, more than 740,000 close contacts have been tracked and managed nationwide.

  For key groups, key places and key units, 15 prevention and control technical plans and 6 psychological counseling work plans were issued, and 50 prevention and control technical guides were refined.

  Update the diagnosis and treatment plan

  COVID-19’s diagnosis and treatment plan (7th edition), severe and critical case diagnosis and treatment plan (3rd edition), light and common management standard (2nd edition), plasma treatment plan for convalescent patients, and rehabilitation treatment plan for major dysfunction of discharged patients in COVID-19 (1st edition) have been compiled and revised successively.At present, the 7th edition of the diagnosis and treatment plan has been used for reference by many countries.

  Implement free treatment

  As of May 31st, the national finance at all levels has allocated 162.4 billion yuan for epidemic prevention and control.

  As of May 31st, there were 58,000 settled inpatients nationwide, with a total medical expense of 1.35 billion yuan, and the per capita medical expense of confirmed patients was about 23,000 yuan. Among them, the per capita treatment cost of critically ill patients exceeds 150,000 yuan, and the treatment cost of some critically ill patients is hundreds of thousands or even millions of yuan, all of which are borne by the state.

  Scientific research emergency tackling key problems

  Focusing on the five main directions of clinical treatment and drug, vaccine research and development, detection technology and products, virus etiology and epidemiology, and animal model construction, 83 emergency research projects were deployed and launched.

  According to inactivated vaccine, recombinant protein vaccine, attenuated influenza virus vector vaccine, adenovirus vector vaccine, nucleic acid vaccine and other five technical routes to carry out vaccine research and development.

  At present, four inactivated vaccines and one adenovirus vector vaccine have been approved for clinical trials, and the overall research and development progress is the same as that of foreign countries, and some technical routes are in the international leading position.

  Organize scientific research teams to carry out scientific traceability research.

  National anti-epidemic

  Medical treatment support

  From January 24th to March 8th, 346 national medical teams, 42,600 medical personnel and more than 900 public health personnel were mobilized to help Hubei.

  19 provinces supported 16 cities in Hubei Province except Wuhan City with counterpart support and guaranteed cities by provinces, and concentrated high-quality medical resources to support Hubei Province and Wuhan City.

  The People’s Liberation Army sent more than 4,000 medical personnel to support Hubei, and undertook the medical treatment tasks of three medical institutions, including Vulcan Mountain Hospital. The Air Force dispatched transport planes to deliver medical supplies urgently.

  Mobilize 40,000 builders and thousands of machinery and equipment from all over the country, and build the Volcano Hospital with 1,000 beds in just 10 days and the Thunder God Mountain hospital with 1,600 beds in only 12 days.

  To strengthen clinical blood supply, 10 provinces provided free support to 45,000 units of red blood cells, 1,762 therapeutic doses of platelets and 1.37 million milliliters of fresh frozen plasma (excluding convalescent plasma) in Hubei Province.

  Medical material support

  Medical material supply has been improved by leaps and bounds from "shortage" to "tight balance", "dynamic balance" and "dynamic full supply".At the beginning of February, the daily output of medical non-N95 masks and medical N95 masks was 5.86 million and 130,000 respectively, and by the end of April, it exceeded 200 million and 5 million respectively. Smooth the supply chain and logistics channels, establish a joint guarantee and supply cooperation mechanism, and continuously transport national support materials to key areas for epidemic prevention and control.

  Living material security

  From January 27th to March 19th, 928,800 tons of epidemic prevention materials and living materials, and 1.487 million tons of production materials such as coal and fuel oil were transported to Hubei by railway, highway, water transport, civil aviation and postal express delivery, and the energy supply of coal, electricity, oil, gas and heat was sufficient.

  Mobilize social forces

  4 million community workers fought in 650,000 urban and rural communities across the country. As of May 31, there were 8.81 million registered volunteers participating in epidemic prevention and control, more than 460,000 volunteer service projects, and more than 290 million hours of volunteer service were recorded.

  As of May 31st, about 38.93 billion yuan and 990 million pieces of materials have been donated by the society, and about 32.83 billion yuan and 940 million pieces of materials have been donated.

  Protection of overseas China citizens

  Embassies and consulates abroad have introduced knowledge of epidemic prevention through various channels, distributed more than one million copies of "health kits" to international students, and assisted China citizens who have real difficulties overseas to return home in an orderly manner.

  Build a healthy community of human health.

  As of May 31, China has sent 29 medical expert groups to 27 countries, and has provided or is providing anti-epidemic assistance to 150 countries and 4 international organizations.; Instruct foreign aid medical teams stationed in 56 countries for a long time to assist the host countries to carry out epidemic prevention and control work; Local governments, enterprises, non-governmental organizations and individuals have donated anti-epidemic materials to more than 150 countries, regions and international organizations through various channels.

  From March 1 to May 31, China exported epidemic prevention materials to 200 countries and regions, including 70.6 billion masks, 340 million protective suits, 115 million goggles, 96,700 ventilators, 225 million test kits and 40.29 million infrared thermometers. The export scale showed an obvious growth trend, which strongly supported the epidemic prevention and control in relevant countries.
