Harbin Road (Waterway) Transportation Development Center was established, and the management, supervision and assessment of road (Waterway) transportation industry were carried out.

On September 21st, Harbin Road (Waterway) Transportation Development Center was formally established. According to the Official Reply of the Organizing Committee of the Municipal Party Committee on the Institutional Reform of Institutions Affiliated to Harbin Municipal Transportation Bureau, the main duties and tasks of the Municipal Road (Waterway) Transportation Development Center are entrusted by the Municipal Transportation Bureau, which is the competent department, to undertake the related routine work of road (Waterway) transportation industry management and daily supervision and assessment, cooperate with the routine work of administrative examination and approval of road (Waterway) transportation industry, and assist in the routine work of industry command and dispatch and emergency management.
Harbin Road (Waterway) Transportation Development Center was formerly the Transportation Management Office of Harbin Transportation Bureau. The Transportation Management Office was established in 1985, which undertakes the management responsibilities of the city’s road and waterway transportation industry, and specifically undertakes the daily work responsibilities of the Transportation Department of the flood control and drought relief headquarters of the municipal government. From its inception to the mid-1990s, the Transportation Management Office was mainly responsible for the management of road (waterway) transportation industry, such as long-distance passenger transport, public transport passenger transport, taxi passenger transport, freight transport, handling and loading, automobile maintenance, transportation services, and employee training.
In the middle and late 1990s, the Municipal Transportation Bureau successively established the Municipal Public Transport Management Office, the Municipal Taxi Management Office and the Municipal Motor Vehicle Driver Training Industry Management Office, and separated the related management functions such as public transport, taxi and driver training from the Transportation Management Office. In July 2011, the Municipal Transportation Bureau established Harbin Navigation Management Office, which is co-located with the Transportation Management Office.
In recent years, in accordance with the requirements of deepening the "streamline administration, delegate power, strengthen regulation and improve services" reform of the country, province and city, the Transportation Management Office has successively delegated the administrative licensing and daily industry management functions of ordinary road freight, automobile maintenance and passenger stations to district transportation management stations. Before the establishment of Harbin Road (Waterway) Transportation Development Center, the industry management responsibilities undertaken by the Transportation Management Office mainly included road passenger transport (long-distance passenger transport and tourist passenger transport), dangerous goods transport, car rental, qualification training, port and waterway transport, etc., and assumed the guidance of freight logistics and automobile maintenance industry.
