　　In order to effectively strengthen the safety production and fire control management of residential property management projects and effectively prevent all kinds of production safety and fire accidents, the notice on further strengthening the safety production and fire control work of residential property management projects is as follows.

　　First, earnestly implement the requirements of production safety.

　　The housing and construction (housing management) departments in all districts, the streets (towns) and the property service personnel should thoroughly study the investigation report of the "4 18" major fire accident in Fengtai Changfeng Hospital, profoundly draw lessons from the accident, do a good job in rectification and implementation by analogy, implement the requirements of detailed safety production and fire safety, and continuously promote the stable and good situation of safety production.

　　Two, continue to deepen the investigation and rectification of safety production of residential property management projects.

　　Implement the requirements of relevant documents, such as "Several Measures on Further Strengthening Safety Production and Fire Control Work and Resolutely Preventing and Reducing Accidents" and "Measures for Investigating and Managing the Hidden Dangers of Production Safety Accidents and Fire Hazards in Beijing (Trial)", effectively improve the quality of investigation and rectification of potential risks, compact responsibilities, implement measures, promote the whole chain management mechanism, and make every effort to prevent and contain all kinds of accidents. All units should systematically sort out the self-examination and inspection accounts since the city’s major investigation and rectification work was carried out, comprehensively summarize the achievements made in the major investigation and rectification of safety production and fire hazards, analyze the investigation and rectification situation, summarize the existing problems and deficiencies, continuously improve the safety production system and measures, and improve the long-term working mechanism.

　　Three, the property service person should earnestly implement the responsibility system for production safety.

　　All property service providers should improve the responsibility system for production safety, the system of investigation and management of hidden dangers of accidents and the ledger, formulate emergency rescue plans for production safety accidents and organize regular drills, and strictly implement the relevant requirements for the construction of the responsibility system for production safety. The main person in charge, on the basis of fully implementing the statutory duties of production safety, studies and organizes the investigation and rectification of hidden dangers of major accidents in this enterprise as required, and the investigation and rectification of hidden dangers of major accidents in this unit every quarter. Establish and improve the post responsibility system for safety production of all employees, and clarify the post responsibility for safety production of all employees. 　　All property service providers should conscientiously implement the Notice on Printing and Distributing the Relevant Work Opinions on Deepening the Management of Motor Vehicles Occupying Fire Truck Passageways jointly issued by Beijing Fire Rescue Corps, Beijing Public Security Bureau and Beijing Municipal Commission of Housing and Urban-Rural Development (J.X. [2023] No.231), cooperate with fire rescue departments to effectively strengthen the management of fire trucks, actively perform the duties of discouraging, stopping and reporting, and establish ledgers to ensure the smooth passage of fire trucks. We will earnestly intensify inspections and inspections in residential property management areas, discourage and stop acts such as occupying evacuation routes, privately pulling flying wires and illegally charging electric bicycles, and report to fire control institutions in time if they refuse to make corrections. All property service providers should log in to Beijing residential property management system, organize hidden danger investigation according to the list of fire hazards in residential property management area, and complete rectification within a limited time for the fire hazards found by self-inspection.

　　Five, the implementation of urban management requirements, and effectively strengthen the safety of gas use.

　　Strengthen the prior notice, when signing the decoration service agreement, the property service provider shall inform the decorator not to dismantle and change the gas pipelines and facilities without authorization, and shall promptly discourage the decorator from dismantling and changing the gas pipelines and facilities without authorization; Refuses to correct, promptly report to the relevant competent departments; Cooperate with urban management departments and local streets to effectively strengthen the publicity work of gas use safety.

　　Six, strengthen supervision and inspection.

　　Housing and construction (housing management) departments in all districts and all streets (towns) should earnestly improve their political positions, fully implement the requirements of "three management and three necessities", always adhere to the people first and life first, firmly establish the concept of safe development, strengthen risk awareness and bottom line thinking, strictly implement the main responsibilities of all parties, urge property service providers to carry out self-examination and rectification, and comprehensively carry out supervision and inspection to effectively eliminate safety production and fire hazards. The Municipal Housing and Urban-Rural Development Committee will carry out spot checks on the promotion of work in various districts.
