Hong Kong Book Fair: A Carnival for Common People to Read.

The special status of Hong Kong has made the sales characteristics of Hong Kong’s book industry, which can’t be copied by mainland or overseas book industry.

  Our reporter/Chen Xiaoping

On July 21st, when Typhoon No.3 "Candu" formed in the South China Sea, the 21st Hong Kong Book Fair, which lasted for one week, kicked off at the Hong Kong Convention and Exhibition Center in Victoria Harbour. The coming typhoon has not stopped Hong Kong people’s great enthusiasm for participation. On the overpass leading to the Convention and Exhibition Center in Central Square, Hong Kong people who came to buy books with carts and suitcases jostled each other. Security guards need to take measures to restrict the release, so as to control the flow of people at any time and maintain order.

From the 200,000-person attendance of the first book fair in 1990 to the 920,000-person attendance this year, the annual attendance of the Hong Kong Book Fair has been hitting a new high-today, almost one in every seven Hong Kong people goes to the book fair-although this has made the Hong Kong Book Fair a "fair" for books. The Hong Kong Trade Development Council has made this book business stronger and stronger, and such a lively scene is unmatched by Beijing, Shanghai and Chengdu book fairs.

Visit book fairs and buy books once a year.

From the Wan Chai subway station to the Convention and Exhibition Center, there are all kinds of publishers’ advertisements, book exhibition posters and flags. At the entrance to the venue, people have to wait for the people in front to fully enter the exhibition before releasing the next batch of visitors. It is said that the longest time, the queue was one kilometer, and citizens had to wait for more than 40 minutes to enter the venue.

"I really don’t know what supports the enthusiasm of Hong Kong people to visit the book fair," said a Beijing reporter who participated in the Hong Kong book fair for the first time. Seeing such a scene makes people dizzy, and if the goal of buying books is not clear, it is very painful to find a book in the book fair, just like looking for a needle in a haystack.

Including Chinese and English booksellers (bookstores) across the Taiwan Strait and three places, as well as foreign language books from many countries, all publishing houses and bookstores directly enter the venue to set up booths to sell books. Just like the temple fair in Beijing, there are constant shouting and selling in the venue, and there are even booths selling books with banners of "20% off for one book, 30% off for six books and 6.5% off for ten books".

On the 22nd, the second day of the book fair, the storm, accompanied by lightning, did not stop Hong Kong people from buying books at the book fair. From time to time, I see book buyers with suitcases, and most of them are mainstream bestsellers. Teenagers prefer "light novels", while the elderly prefer health books. The so-called "light novel" refers to the combination of novels and cartoons. It is a kind of entertaining literary book, which tells stories with cartoons, pays attention to pictures and has shots, and is mostly imported from Japan.

During the summer vacation, the main force during the day is middle school students, and some "light novels" are even sold in bundles. In the evening, the age of book buyers goes up. After dinner on Friday, office workers become the main force of the book fair. On the weekend, married with children’s parent-child group appears at the book fair, and Hong Kong people enjoy the seven-day book carnival as a holiday.

It has been 21 years since the Hong Kong Book Fair. Visiting the book fair in these seven days has become an annual habit of Hong Kong people. Many young people don’t usually visit bookstores to buy books. They will save a sum of money to buy books at the annual book fair, and even compare with friends.

For this phenomenon, Ma Jiahui, a Hong Kong cultural person, explained: "This is a tragedy in Hong Kong. In Hong Kong, there is not even a decent bookstore, and the usual pace of life is very tight. Ordinary people read and buy books less frequently."

Hong Kong people advocate fast food culture, and newspapers and periodicals are the main reading contents of the citizens. Young people in Hong Kong usually don’t like reading, and they are not encouraged to read. They don’t know which bookstore to buy books. Therefore, as Ma Jiahui said, if there is no book fair, young people in Hong Kong may not buy books 365 days a year.

Hong Kong Commercial Press is a publishing house with the largest retail bookstore in Hong Kong. It has 21 bookstores in Hong Kong and Macao, and also has a professional English law bookstore. The annual turnover of the whole bookstore is 600 million Hong Kong dollars. However, in charge of such a leading enterprise in the book industry in Hong Kong, managing director Lu Guo also lamented that the book market was difficult to do. Although the flagship store of Hong Kong Commercial Press in Tsim Sha Tsui is one of the bookstores that mainland scholars like to visit in Hong Kong, the bookstore has suffered the fate of moving three times in five years because of the high rent and the owner’s failure to renew the contract.

Ma Jiahui said that Hong Kong bookstores were all killed by real estate developers.

Readers inside and outside the book fair

In February, 1923, Sun Yat-sen gave a speech at the University of Hong Kong, saying that his thought originated in Hong Kong. But four years later, when Lu Xun went to Hong Kong to give a speech, a group of literary youths complained to Lu Xun that Hong Kong was a "desert area" ideologically, and the statement that Hong Kong was a "cultural desert" was widely spread.

All along, the Hong Kong Trade Development Council has been organizing book fairs with the idea and concept of business management. From asking stars to take the lead in reading and writing books as a marketing tool, to "the second kind of books and periodicals" with pornographic and violent content becoming the focus of the book fair, and then to the invasion of the tender model photo album into the book fair, which also makes the negative news about the book fair continue every year, and the book fair also expands constantly every year, with the increase of exhibition halls, booths and sales figures of books.

In 2005, Fred Lam, the new president of the Hong Kong Trade Development Council, proposed that the Hong Kong Book Fair should pay equal attention to culture and commerce. Fred Lam suggested that the TDC is a commercial organization, not a cultural organization, and it is not good at doing cultural things. "We should find excellent cultural institutions and groups in Hong Kong to do this.". Later, they hired the Hong Kong Arts Development Council, Ming Pao Group, Asia Weekly and other cultural organizations as staff officers, and finally decided to cooperate with Asia Weekly to invite writers and cultural celebrities from three places across the Taiwan Straits to give lectures at the book fair.

This year’s book fair also opened the "Hong Kong Writers’ Tour 2010" exhibition area for the first time to promote outstanding local writers in Hong Kong, and followed the example of Frankfurt Book Fair to join the works recitation.

This year’s book fair invited more than 90 writers to participate in more than 270 cultural and outreach activities. Among them, invited lecturers from the Mainland include Feng Jicai, He Weifang, Pan Shiyi, Zhang Yihe and Han Han. In addition, the speakers of the "Famous Lectures" include Zhou Guangqian, Ge Liang and Lin Peili from Hongkong, Chen Wenxi, Liu Kexiang, Lan Bozhou and Tang Nuo from Taiwan Province, jade y. chen living in Germany and Du Weiming from the United States.

In a lecture hall with less than 200 people, Liang Wendao, a Hong Kong writer, is sharing his creative experience with readers. The audience included old people with white hair, peers from Liang Wendao, and more young people, many of whom came from Guangdong to attend the Hong Kong Book Fair.

A local young man in Hong Kong, wearing glasses, T-shirt shorts and a pair of straw flip-flops on his feet, listened carefully and took notes on a single piece of paper. It can be seen that young people like Liang Wendao very much, and listen to the lectures carefully.

Liang Wendao said that the characteristic of Hong Kong writers is to do their own things silently and write their own books. It seems that the readers in Hong Kong are the same.

But more readers are actually outside the book fair. "I haven’t been to the book fair for a long time. My writing doesn’t need to deal with modern people, but is related to the dead." On the other end of the phone, Huang Canran, a Hong Kong poet and translator, told China Newsweek. He goes to work at five o’clock every afternoon and writes in the early hours of the morning. For him, in this busy morning, the day has just ended.

In Hongkong, there is also a group of English-reading people. No one has counted the size of this group, but Ma Jiahui told a story: once he made an appointment for a book review and introduced the Chinese version of Said’s books on music. Later, his friend in the Hong Kong Commercial Press told him that the bookstore kept the original English version of the book for one year and hardly sold a few copies. However, after the book review, the original English version sold 20 copies within a week, while the Chinese translation only sold a few more.

Hong Kong books export to domestic market.

Since 2003, when the mainland opened free travel for tourists to visit Hong Kong, the Hong Kong Book Fair began to welcome mainland readers. Subsequently, the Hong Kong Book Fair set up a "visiting channel", through which you can get preferential ticket purchase. Through these measures, the organizers attract mainland readers to buy books in Hong Kong. According to the statistics of the Hong Kong Trade Development Council, the number of people who entered the 20th Hong Kong Book Fair through the "visiting channel" reached 10,000 last year, and the organizers thought that a considerable number of mainland tourists should follow Hong Kong friends or queue up for admission. In fact, the number of people from the mainland who went to the Hong Kong Book Fair was far more than that.

"Export to domestic market" is one of the characteristics of Hong Kong books. Most of the authors of Chinese works in Hong Kong, especially academic works, come from mainland scholars, and these academic works have returned to the mainland, which has formed a big market, except for local and overseas research institutions. Scholars’ "export" and works’ "domestic sales" are an intriguing structure of the Hong Kong book market.

The Chinese University of Hong Kong Press, which has published the works of mainland scholars such as How the Red Sun Rises: The ins and outs of Yan ‘an Rectification Movement by Gao Hua, a professor of history at Nanjing University, and Xu Qingquan, deputy editor-in-chief of Yanhuang Chunqiu, the case of Ding Ling and Chen Qixia’s "anti-Party clique", has gathered a group of excellent mainland scholars’ resources. This university publishing house, which aims at "promoting Chinese and Western cultures and spreading ancient and modern knowledge", is a non-profit academic publishing institution. In the past 30 years, it has published a large number of academic works in both Chinese and English, with authors ranging from Qian Mu and Xu Zhongyue to William Theodore de Bary and Needham. Its topics span from traditional China culture to contemporary China studies, and it has established a stable global sales channel.

Gan Qi, president of The Chinese University of Hong Kong Press, told China Newsweek that the press followed the anonymous review system of western university press, and the manuscripts of academic works provided by scholars all over the world must be anonymously reviewed by at least two experts in the industry and submitted to the Academic Books Editorial Committee for final approval before they can be accepted for publication or published after being revised by the author. The editorial department, reviewers and academic committees are integrated to ensure that the manuscript has new ideas or new materials, and in short, it has promoted and contributed on the basis of research in the same field. It is under the guarantee of this system that the publications of this society can maintain the content quality and diversified positions for a long time, which has stimulated the academic thoughts in the mainland.

The booths of The Chinese University of Hong Kong Press, Hong Kong Oxford University Press, Hong Kong Commercial Press and Hong Kong Sanlian Bookstore are still the favorite bookstall for mainland readers. ★

Gree air conditioning doesn’t brag, Dong Mingzhu doesn’t brag.

Compared with previous years, this year’s 618 is still a lot of excitement. As the first mega-event promotion node after the lifting of the epidemic control, it is also the 20th anniversary of the founding of JD.COM. At the party on June 18th, the new CEO of JD.COM, Xu Ran, Chairman of Gree Electric, Dong Mingzhu and others all attended.

At the party, Dong Mingzhu also announced that Gree Electric will cooperate with JD.COM in all categories, and strive to bring better products to users. At the party, Dong Mingzhu, as always, advertised his products:"Gree has been striving to provide better products. After all, only Gree’s air conditioners in the world don’t blow people."

Source: Gree

When it comes to air conditioning, the best-selling brands in everyone’s impression are traditional white goods manufacturers such as Gree, Midea and TCL, among which Gree is famous for focusing on the air conditioning market. It is estimated that many people still remember the advertising words "Gree, master the core technology".

There is a saying that Gree air conditioners do sell well. In JD.COM’s air conditioner sales list, Gree is the manufacturer with the most products in the top ten, and only two air conditioners with a price of more than 3,000 yuan are Gree. In Tmall’s hot-selling list, Gree is also on the list.

What did Dong Mingzhu say: "Gree air conditioners don’t blow people"? Does Gree really rely on this to win the recognition of users?

Air conditioning doesn’t blow people, what black technology?

For Xiao Lei, who lives in the south, air conditioning is a life-saving tool in summer. Since April in Guangzhou, the temperature may be higher than 30 degrees, and in the next six months, it is basically normal for the highest temperature to exceed 30 degrees. It can be said that the time of blowing air conditioning is close to half a year.

Friends who often blow air conditioners know that although the air conditioner is good, it is uncomfortable to blow it too much, especially when the air outlet of the air conditioner is facing you. Even in hot summer, as long as the operation of the air conditioner is still normal, you will start looking for the air conditioner in less than 10 minutes to see if you can change the wind direction of the air conditioner and stop blowing it on your head.

The cold air of air conditioner blowing directly on the human body will cause the somatosensory temperature to drop rapidly, and it only takes a short time for you to feel the coldness like winter in summer. Many netizens even bluntly said that direct air-conditioning blowing will give them headaches. Sometimes they forget to adjust the air-conditioning wind direction before going to bed, and get up the next day with a headache and a cold.

Source: VEER

Gree’s propaganda really poked a lot of people’s pain points. After all, if you can make yourself sleep more comfortably at the same price, why not?

Generally speaking, the design of "not blowing people" is called "soft wind" in the industry, and there are many brands promoting the function of soft wind. Xiaomi, TCL and other brands all have products featuring the function of "soft wind". Generally speaking, it is realized by the design of soft wind plate and upper blowing. As long as the air duct is changed, the demand of "air conditioning does not blow people" can be easily realized.

However,What Dong Mingzhu wants to say is obviously more than this. What she said "air conditioning doesn’t blow people" may be more a summary of Gree air conditioning’s technical strength, product design and user demand.Technically speaking, the long-term cold air blowing directly is largely due to the lack of refrigeration capacity of air conditioners, which leads to the inability to cool the room quickly and has to extend the cooling time.

Source: VEER

The "core technology" that Gree has been promoting actually refers to Gree’s air conditioning compressor technology. As the core of air conditioning, the performance of the compressor itself directly determines the cooling and heating effects of air conditioning. In some real-life tests, Gree’s air conditioners are indeed among the best in cooling speed.

Simply put, just let the room reach the set temperature in a short time, then the air conditioner can enter the maintenance mode with low power consumption, and only need to keep the room temperature with low air volume. If the cold wind blows for a short time, it will naturally not give people a strong coolness, which coincides with the requirement of "not blowing people".

More efficient air-conditioning compressor, with the design of flexible air plate and upper air outlet, makes Gree air-conditioning give users a better experience when cooling. Perhaps this is what Dong Mingzhu said, "Only Gree’s air conditioners don’t blow people", and behind it is also the confidence in Gree’s technology and products.

However, whether Gree air conditioners sell well is because they don’t blow people, I’m afraid there is still a question mark.

Which air conditioners are more popular in this 618?

Writing here, Xiao Lei can’t help wondering, what are the most popular air conditioners in 618? What are the functions of the new air conditioner now? Judging from the total sales list of JD.COM, the top three are Gree, Xiaomi and Midea, and their prices are all below 3,000 yuan, all of which are 1.5-horse hanging air conditioners.

Source: JD.COM

Judging from the total sales record of the list, Gree and Xiaomi are cliff-leading, both of which have sold more than 200,000 pieces. It is not an exaggeration to say that these two products are the most popular air conditioners of 618. On the product introduction page,After a brief summary, Xiao Lei found that the selling points of the two are actually very similar: silence, rapid refrigeration, frequency conversion and power saving, and self-cleaning..

The biggest difference between the two is that Xiaomi, who has been deeply involved in the field of smart home appliances, has added a remote Zhilian function to his air conditioner, which can be remotely controlled through apps such as Mijia, which is much more convenient than traditional air conditioners, even if he forgets to turn off the air conditioner when going out, he can also remotely operate it. Gree, on the other hand, doesn’t support it, and it needs the help of an additional infrared remote control gateway.

Generally speaking, the functions of the two air conditioners are very similar. In the past two years, the internal and external machines with special functions were self-cleaning. Now, they have become the standard of two thousand yuan air conditioners, which makes people feel a little overwhelmed by the air conditioning industry. Moreover, in Internet home appliance brands, intelligent interconnection has become a standard product, but traditional home appliance manufacturers often only carry intelligent interconnection systems on high-end product lines.

Looking at other products in the list, the functions are basically the same, and the main selling points are very similar. As for the biggest reason to guide users to make choices, I am afraid it is price and brand power. In terms of price, it can be seen that except Gree, most of the hot-selling air conditioners are between 2,000 and 3,000 yuan, while Xiaomi is the cheapest 1.5 air conditioners on the list with a bottom of 1,879 yuan.

Basically, at present, when users choose air conditioners, they still value power saving, power, durability, etc., and have low requirements for some new functions.Of course, there are also some products with "new functions" in the list. For example, Haier’s Jingyue series is equipped with intelligent light sense sleep protection function, which will automatically adjust the buzzer and indicator brightness of the air conditioner after turning off the lights to ensure that the user’s sleep is not disturbed.

Source: JD.COM

From the actual experience, it may be a function that is better than nothing for most people, but it is of great significance to some sensitive friends with poor sleep quality. In addition, in this year’s air-conditioning market, there are many more products advertised with functions such as "fresh air" and "plasma sterilization", and some high-end users will also consider the extra skills of air-conditioning.

In the high-end air-conditioning market, air-conditioning is no longer a simple appliance for cooling and heating. Some users also hope that it can also serve as a new fan, air purifier and other products to keep indoor air clean. The pursuit of health by users is becoming a new direction in the high-end air-conditioning market.

In addition, intelligent voice control, modular customization and other functions have begun to appear one after another. In the high-end market, these new designs and functions are good ways to attract users.

However, on the whole, most manufacturers are still doing "icing on the cake" before there is a big change in the air-conditioning market today. And in most cases, a 2000-3000 yuan on-hook can meet the cooling/heating needs of the room. As for those extra functions, to be honest, it is not as attractive as reducing the price in 500 yuan.

Experts’ Interpretation of the Fourth Meeting of the Central Financial and Economic Committee

(CCTV Finance "Economic Information Network")Yesterday, the Central Financial and Economic Committee held its fourth meeting to study the issues of large-scale equipment renewal and trade-in of consumer goods, effectively reducing the logistics cost of the whole society. How to promote a new round of large-scale equipment renewal and trade-in of consumer goods? How to effectively reduce the logistics cost of the whole society?

The meeting stressed that the implementation of large-scale equipment renewal and trade-in of consumer goods will effectively promote investment and consumption, which will benefit both the present and the long-term. It is necessary to lay a good combination of policies, promote the continuous increase in the proportion of advanced production capacity, and more high-quality durable consumer goods will enter residents’ lives.

Reducing cost and increasing efficiency of logistics industry will promote the formation of a unified national market

In addition, the meeting stressed that reducing the logistics cost of the whole society is an important measure to improve the efficiency of economic operation. Logistics is the "tendon" of the real economy, which connects production and consumption, domestic trade and foreign trade. It is necessary to effectively reduce the logistics cost of the whole society, enhance the core competitiveness of the industry and improve the efficiency of economic operation.

Professor Ma Hong, Department of Economics, Tsinghua University Institute of Economics and Management:Reducing costs and increasing efficiency of the logistics industry is conducive to promoting the smooth flow of commodity factor resources in a wider range, promoting industrial structure adjustment and regional coordinated development. The upstream and downstream of the industrial chain can better optimize the layout according to regional endowments and institutional conditions, and promote agglomeration and economies of scale, as well as the formation of intelligence and digitalization; Promoting the integration of industries will also promote the formation of a unified national market and improve the overall operational efficiency of the national economy.

Continue to improve the convenience, Sichuan household appliances trade-in and digital products purchase more than 7 million pieces.

According to statistics from the Department of Commerce of Sichuan Province, as of May 13th this year, subsidies for replacing old household appliances and purchasing new digital products in Sichuan covered 7.02 million pieces, which effectively boosted consumption by 22.1 billion yuan.

Digital products are the most popular. The data shows that mobile phone sales account for 27% of all household appliances and digital categories. As the weather turns hot, the sales of refrigeration products in household appliances are booming, and the sales of air conditioners are the highest, accounting for 23% of all products; Refrigerators ranked second, accounting for 9%.

Continuously improve convenience. According to the relevant person in charge of the Provincial Department of Commerce, in order to optimize the consumption experience and facilitate consumers’ payment, Sichuan has explored the introduction of a number of acquiring institutions, and has supported many institutions such as Industrial and Commercial Bank of China and China Construction Bank to complete system transformation and promote the increase of a number of acquiring institutions. Since the comprehensive promotion of subsidy reduction, the number of participants in the province has reached 4.59 million.

This year’s "May Day" holiday, the trade-in of consumer goods has become an important support to stimulate holiday consumption and enliven the holiday atmosphere. Since May 1st, the second round of subsidy activities for household appliances renewal in Leshan City has started. For the household appliance sales enterprises participating in the policy, 12 types of household appliances, such as refrigerators and washing machines, with energy efficiency of level 2 or above or water efficiency standards, will be given a one-time subsidy according to 10% of product sales, with the maximum not exceeding 500 yuan. Municipal subsidies can be superimposed with national and provincial policies to fully stimulate the enthusiasm of enterprises and consumers to participate. This round of municipal subsidy funds totaled 2,025,800 yuan, which was declared on the first day of launch, driving sales of 5,500 orders and realizing sales amount exceeding 25 million yuan. In Yibin, the trade-in of household appliances during the holiday season has become a hot spot of market consumption, which not only brings benefits to consumers, but also injects new vitality into the consumer market. According to statistics, the city accepted more than 20,000 applications for trade-in of consumer goods, which directly boosted consumption by 72.4 million yuan. Household appliances, home improvement kitchen and bathroom, 3C digital products and other fields ushered in a consumption boom.

According to statistics from the Provincial Department of Commerce, since the implementation of subsidies for the trade-in of household appliances and the purchase of new digital products in Sichuan, Chengdu has the largest sales volume, accounting for 62%, Mianyang for 4% and Yibin for 3%.

Can constrained transfer payment curb "running money into the department"

The revised budget law requires the establishment and improvement of a "regular evaluation and withdrawal mechanism" for special transfer payments. Where the market competition mechanism can effectively regulate matters, "special transfer payments shall not be established". In addition to the matters shared by the lower and higher levels of government, the higher level shall not require the lower level to support the special transfer payment.

The issue of fiscal transfer payment has always been a major focus of public concern about the revision of the budget law. In the previous deliberations of the budget law, members of the Standing Committee often pointed out that the proportion of special transfer payments is relatively large, even higher than that of general transfer payments. Then, what kind of provisions does the revised budget law make for the financial transfer payment system, especially the special transfer payment? After the implementation of the budget law on January 1, 2015, how much will it restrict the problems of low efficiency, lack of effective supervision and misappropriation of some special funds? Some highlights of the new budget law on fiscal transfer payment can answer these questions.

The reporter learned that transfer payment is an activity that governments at all levels transfer financial funds through certain forms and channels to supplement public goods and provide free expenses. It is also an important means for China to make up for the financial gap brought about by the financial system characteristics of "highly decentralized expenditure and centralized taxation". It seems that the central government’s transfer payment to local finance is far away from the people, and many livelihood funds such as education, medical care and social security, which are actually related to the well-being of the people, come from transfer payment. Too much special transfer payment will encourage the local atmosphere of "running the department to make money", lead to corruption and waste, and increase the burden of local supporting facilities, which will become a difficult problem for reform. However, there is no corresponding regulation and management in the current budget law, which also brings some problems, such as fund abuse, "running out of money" and inefficient use of funds.

Therefore, the revised budget law stipulates the financial transfer payment, and clarifies the legal status of the transfer payment for the first time, which is a great progress. In particular, the revision of the budget law is consistent with the policy tone of "increasing the general and reducing the special" proposed by the central government, emphasizing the exit mechanism of special transfer payments and legalizing the follow-up management of special transfer payments, which has become the highlight of the revision of the budget law. The revised budget law clearly stipulates the financial transfer payment system. According to the law, the state implements the financial transfer payment system. Financial transfer payment should be standardized, fair and open, with the main goal of promoting the equalization of basic public services between regions. Financial transfer payment includes the transfer payment from the central government to the local government and the transfer payment from the local higher-level government to the lower-level government, with the general transfer payment as the main body to balance the basic financial resources between regions and be arranged and used by the lower-level government as a whole.

The law also stipulates that special transfer payments can be set up to handle specific matters in accordance with laws, administrative regulations and the provisions of the State Council. Establish and improve the regular evaluation and withdrawal mechanism of special transfer payments. For matters that can be effectively regulated by the market competition mechanism, no special transfer payment shall be established. When arranging special transfer payments, the higher-level government shall not require the lower-level government to bear matching funds. However, in accordance with the provisions of the State Council, matters that should be shared by the higher and lower governments are excluded.

Moreover, the new budget law also makes detailed provisions on the budget preparation of transfer payments, and the general transfer payments are prepared according to a unified method. At present, the general transfer payment from the central government to the local government has been compiled according to the formula method, and the basic principles and methods have been formulated by the relevant departments of the central government, with a unified and open calculation formula. "All regions can know how many general transfer payments there are according to the same standards and methods. This way, the central budget can enter the local budget as soon as possible. " Liu Shangxi, deputy director of the Institute of Fiscal Science of the Ministry of Finance, said.

In terms of special transfer payment, the previous special transfer payment generally determined a special project first, and then assigned to provinces, cities and counties, and then operated after the budget was approved. Liu Shangxi said, "Because the special transfer is related to various departments, it is difficult to get in place in supervision, management and performance appraisal, and even lead to corruption." In this regard, the new budget law requires sub-regional and sub-project preparation. First, tell what projects to do, how much money is needed, where the money will be used specifically, and where it will be allocated. It must be clear in advance, and you can’t wait until the budget is compiled to find the project with money.

On August 31st, when answering a reporter’s question about financial transfer payment, Finance Minister Lou Jiwei said that comprehensive measures are needed to solve the problem of financial transfer payment, which has been comprehensively stipulated in the budget law. For example, the new budget law clearly requires that the budget must be complete and open. Except for confidential information, it should be made public in principle. "Openness is the best sunshine", because some special transfer payments have repeated objectives and little effect. The Third Plenary Session of the 18th CPC Central Committee proposed to clean up, integrate and standardize the special transfer payment. By opening the budget, some special transfer payments can be reduced, which is conducive to the merger of similar items. ?

For another example, the new budget law requires the establishment of a cross-year budget balance system, and it is necessary to make medium-and long-term budget planning. In the past, we used to make budgets on an annual basis, and fiscal revenue and expenditure, including income system and expenditure policy, are medium-and long-term policy tools. Therefore, the implementation of medium-and long-term planning, rolling budget and rolling planning can make the policy have long-term consideration, demonstrate scientifically, reduce fragmentation and randomness, and also help reduce special transfer payments.

"The next step is to standardize integration in accordance with the requirements put forward by the Third Plenary Session of the 18th CPC Central Committee. Generally speaking, the goal is clear, the means are clear, and don’t cut it too thin. Distinguish between the responsibilities of the central and local governments, and the central and local governments jointly arrange expenditures. The part of the special transfer payment that belongs to the local responsibilities is gradually cancelled and becomes a general transfer payment. Entrust local matters to minimize. " Lou Jiwei said. By taking the above measures, "special transfer payments will be reduced and general transfer payments will increase." (Text/reporter Wang Ping)

Analysis on the Absolute Value for Money of Xiaomi SU7 Ultra

Now people’s understanding of cars has already surpassed the stage of "four wheels and two rows of sofas", and people will consider many factors when buying a car. What I want to talk about today is a pure tram. Let’s look down with Xiaobian.

First of all, from the appearance, the front face of Xiaomi SU7 Ultra looks very individual and looks very capable. Coupled with the sturdy headlights, many interesting details can be seen from the inside. Coming to the side of the car body, the car uses simple lines, and the side of the car looks very fashionable and simple. With large-sized thick-walled tires, it looks full of movement. Looking back, the overall shape of the tail of Xiaomi SU7 Ultra echoes the front face. The taillights look very elegant and the overall layout is impressive.

According to the new standard, what is the quality of drinking water in Jiaxing? Come and find out!

fromOn April 1, 2023, the Hygienic Standard for Drinking Water (GB 5749-2022) was officially implemented. Compared with the 2006 version of the standard, the new standard has adjusted the number of indicators, the classification of indicators, and the limit values of some indicators.

Compare with the new standard,What is the drinking water quality of Jiaxing at present? Come and find out!

In recent years, Jiayuan Group is committed to building from the source to the leader. The "Best Water Supply City" fully escorts the drinking water safety and quality of Hecheng people through measures such as "Five Waters Governance", water ecological wetland protection, water diversion from outside the city (Qiandao Lake water source), upgrading of water-making technology of water plants and transformation of water supply pipe network.

According to the new standard, all the indexes of tap water quality in Jiaxing city meet the standard. For example, in the test results of water in pipe network, the permanganate index changed from the original1.5mg/L decreased to about 0.5mg/L now, the total hardness decreased from 181mg/L to 81mg/L, and the total soluble solids decreased from 276mg/L to 145mg/L, all of which are far superior to the latest national Hygienic Standard for Drinking Water (GB 5749-2022), and even better than the Standard for Drinking Water Quality, which regulates and guides direct drinking water. At present, the quality of drinking water in Jiaxing has changed from qualified water to high-quality water.

Ecological improvement, wetlands benefit the people.Since the "Five Waters Governance", Jiayuan Group has continuously improved the quality of water ecological environment. The main water sources of its two water plants, Shijiuyang Water Plant and Guanjinggang Water Plant, are Xincheng Pond and Haiyan Pond, which belong to the Beijing-Hangzhou Grand Canal system and are transit surface water, and there are many uncontrollable factors. Facing the current situation of "water shortage" of drinking water source, since the two wetlands were put into operation, the main pollution indexes in raw water have been purified by using wetland circulation system, and the indexes such as ammonia nitrogen and total phosphorus have been improved. Since 2017, the water quality of the water source has reached the Class III water standard, further improving the water supply safety.

Extraterritorial water diversion, the source of water for the people. In June 2021, the "Hundred Years and Hundred Projects" major livelihood project-the water distribution project in urban areas outside the city was officially put into use. After the project was put into operation, it and the local ecological wetland water source formed a "double water source" water supply security guarantee in Jiaxing City. At present, about 40% of the tap water provided to the public is high-quality water sources outside the city, which has improved the water quality at the source. After the operation of the water diversion project outside the territory, the water quality of the factory water and the pipe network water is obviously improved, and the sensory properties and general chemical indexes affecting the taste are obviously reduced, among which the permanganate index, sulfate, total dissolved solids and total organic carbon of the pipe network water are reduced by 35.9%, 35.3%, 33.7% and 25.1% respectively.

Process upgrading, water quality benefiting people.Contract in pipe network60% of the water comes from Shijiuyang and Guanjing Port, two major water sources at the city level. Before the Spring Festival this year, Shijiuyang and Guanjing Port operated the most advanced nanofiltration process in the world. At present, the local water source adopts the combined process of "biological pretreatment+strengthening routine+ozone-activated carbon advanced treatment+nanofiltration membrane treatment", which not only "quenches thirst" for the problem of "water shortage" in Jiaxing area, but also provides high-quality drinking water for the citizens at the city level. With the completion of the first phase of the upgrading project of nanofiltration membrane technology, combined with the high-quality water outside the city, the permanganate index, sulfate, total dissolved solids and total organic carbon in the water of the city-level tap water pipe network decreased by 66.7%, 76.1%, 47.5% and 63.0% respectively, which significantly optimized the sensory properties and organic comprehensive indicators affecting the taste, and improved the taste of drinking water.

In the past two years, the quality improvement project carried out in Jiaxing City has simultaneously transformed the tap water pipe network, replacing the old pipe network with high-quality pipes such as ductile iron pipes and stainless steel pipes. At present, Jiaxing City is about88% of the main pipes are made of high-quality pipes (especially in the central city), and the risk of secondary pollution in the water distribution network is effectively controlled.

The 2023 Toyota Flanders went on the market, adding a sports version, with a price of 125,800.

As a compact SUV owned by GAC Toyota, Toyota Fenglanda has won the favor of many consumers with its fashionable and dynamic design, spacious and comfortable interior space, rich and practical intelligent technology and efficient and energy-saving power system since its listing in 2020. Recently, GAC Toyota officially announced that the 2023 Fenglanda was officially launched, and a total of nine fuel models were launched, with a price range of 125.8-169.8 million yuan.

Compared with the 2022 model, the 2023 Fenglanda is mainly upgraded for configuration, with a 7-inch LCD instrument and a 10.25-inch central control screen, and the one-step interconnection of CarPlay, CarLife and Hicar phones is also assembled, which is a more practical performance. In addition, a sports version has been added, equipped with sports style elements such as 18-inch black wheels, black front grille, black rearview mirror and black roof rack, as well as intelligent driving assistance functions such as full-speed adaptive cruise and lane centering, which improves driving pleasure and safety.

In terms of power, the 2023 Fenglanda is still equipped with a 2.0L naturally aspirated engine, with a maximum power of 126kW(171Ps) and a maximum torque of 205N·m, matching the CVT continuously variable gearbox (simulating 10 gears), and the comprehensive fuel consumption is only 6.15L/100km. For the chassis, McPherson independent suspension is used for the front suspension, trailing arm torsion beam independent suspension is used for the rear suspension, and electric power steering system is used for the steering system.

Fenglanda is a compact SUV launched by GAC Toyota. It is built on the Toyota TNGA platform, equipped with a 2.0L naturally aspirated engine and CVT gearbox. There are 10 models for consumers to choose from. What are the advantages and disadvantages of Flanders? Let’s analyze it below.

The advantages of Flanders are as follows:

-Price advantage. The starting price of Fenglanda is 135,000, which is 20,000 lower than that of hackers of the same level, and the cost performance is high.

-Configuration advantages. Fenglanda is equipped with TSS2.0 intelligent safety system, which includes many active safety functions, such as pre-collision system, dynamic radar cruise control system, lane tracking assistance system, etc. These functions are also standard on low-profile vehicles, which are more abundant than hackers.

-Quality advantage. As a product of Toyota brand, Fenglanda has a good reputation in terms of quality. The engine and gearbox are both highly reliable combinations, with relatively low fuel consumption and low maintenance cost.

-Security advantage. In addition to the active safety system, Flanders is also equipped with 7 or 9 airbags (depending on the vehicle model), high rigid body structure and TNGA platform, which bring good handling and stability and strong safety performance.

The disadvantages of Flanders mainly include the following points:

-The torque is 205 Nm, which belongs to the middle level in the same class. The explosive force is insufficient and the acceleration feeling is not strong enough.

-Interior disadvantages. Feng Landa’s interior design is relatively simple, without too many bright spots, and the materials used are not luxurious. The seat material is only imitation leather or fabric, and the steering wheel is only made of leather with the top model. The LCD instrument is only available in 4.2-inch or 7-inch sizes, not full LCD display.

-Hanging disadvantage. The rear suspension of Flanders adopts longitudinal arm torsion beam non-independent suspension. Although this suspension structure is low in cost, simple in structure and small in occupied space, its comfort and handling are not as good as that of independent suspension, and obvious vibration and noise will be felt on bumpy roads.

As a compact SUV targeted at young consumers, Toyota Fenglanda has a good performance in appearance, space, technology and power, and the 2023 model listed this time has been upgraded in configuration, and a sports version has been added to meet the needs of different consumers. But it also has its own advantages and characteristics, which are worth considering and buying. Feng Landa’s positioning is a family SUV with strong practicality, high safety and reliable quality. If you value these aspects, then Feng Landa may be your good choice.
